		<description>Thoughtful article. IF those fine folks at CMS and their colleagues had any real stake in the game, rather than the OPM addiction suffered by all bureaucrats we might see innovation.  Sadly they don&#039;t and we won&#039;t.  Find innovation by looking at those entities who succeed by avoiding the machinations of the &quot;healthcare system.&quot;
No exchange takes place when one is healthy unless one is bribed or fined to avoid unhealthy behaviors.
When exchange does take place I find it odd that billions of dollars go to IT development while the actual workers (Docs, techs, etc) take home far less than ever before while working far more hours. Making money vanish without improving the health of a single person is what government does best.</description>
